A pharmacy license is required for each premises (section 4110), a pharmacist-in-charge change must reach the Board within 30 days (section 4113), and the DEA registration follows the license, one per location (21 CFR 1301.12).
Not for out-of-state pharmacies shipping into California; that is a nonresident license and a different project.

The whole project, carried.
1. Readiness. Entity, premises, ownership tiers, and the proposed pharmacist-in-charge aligned before the Board sees a page.
2. One worksheet. You answer it once. We build the application, the ownership disclosures, the affidavits, and coordinate Live Scan.
3. Submission through issuance. We file, then answer every deficiency notice and request for information until the permit issues, however many rounds it takes.
4. DEA and wholesalers. When the permit issues, we file DEA Form 224 (a three-year registration under 21 CFR 1301.13) and get the wholesaler accounts, ordering controls, and storage in place before the first order.
5. First inspection. The policy set, the self-assessment due within 30 days of the new permit (16 CCR 1715), the required notices, and a walk-through with your PIC so the inspection is a formality.

The expensive part of a Board application is not the filing, it is the months of back-and-forth that follow a package the Board doesn't like. If the Board asks, we answer, however many rounds it takes, until the license issues. You are never left holding a deficiency letter alone. Scope is set on the discovery call.
Questions we hear first
How long does it take? Board processing runs months. Our part, package assembly through submission, is measured in weeks and moves at the pace you return the worksheet.
Can we stock inventory before the permit? Wholesalers will ask for the permit, and for the DEA registration before any controlled substances. Plan the opening date around issuance, not the lease.
We are buying an existing pharmacy. Same process? A change of ownership is its own application, the self-assessment is due again, and the DEA registration does not transfer. We run it as one project.
What about Medi-Cal, Medicare, and PSAO enrollment? Separate workstreams with their own lead times. We coordinate them so the go-live date is real.
